Description of Job Work Environment: This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs). Office hours are typically Mon-Fri, 8 am-5 pm Extended hours during the evening or the weekend may be required by business needs 10% Travel required including non-CDE locations within the Denver Metro area. A Remote (Home) office is required Required to report to the work locationper business needs Essential Functions (ADAAA) LIGHT/Office environment: Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time May be required to lift and move up to 10 lbs of force frequently or 20 lbs occasionally Required lifting, bending, stooping, pushing, walking, etc. Light work usually requires walking or standing to a significant degree DL Not Required: Required to independently obtain and determine means to complete travel requirements.(For positions that only report to CDE locations and can use public transportation to complete that.) Position Summary: This position oversees the day-to-day management and coordination of alternative dispute resolution options, including IDEA mediation and IEP facilitation within the Colorado Department of Education Office of Special Education. The final salary is anticipated to fall within the posted salary range, however, could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity. Major Duties and Responsibilities: Oversee day-to-day implementation and coordination of IEP facilitation and IDEA mediation processes. Coordinate mediation requests and manage the mediation process: Educate stakeholders about mediation and develop outreach plan to improve equity in use of mediation. Process requests to mediate, determine IDEA issues, and confirm agreement to mediate for each party. Assign and coordinate mediation requests with contract mediators. Manage mediation case files, database, outcome reports, and processing/approval of invoices; Develop and manage mediation contracts, including the negotiation of terms with accounting/purchasing, monitoring compliance of deliverables, renewals and closeouts; and Collect, analyze, and report mediation activity required by OSEP for annual submission of SPP/APR. Coordinate IEP facilitation requests: Process requests for facilitation and determine IDEA issues; Confirm agreement of parties to participate in facilitation; and Assign and coordinate facilitators to meet requests. In collaboration with Dispute Resolution Supervisor, prepare annual Dispute Resolution data report to OSEP for mediation activity. Coordinate with Dispute Resolution Team and Coordinator for mediation and facilitation connected to state or due process complaint, to include: Communication regarding scheduling of mediation to relevant Dispute Resolution staff, and Reporting outcome of mediation to designated Dispute Resolution staff. In collaboration with ADR Supervisor and DR Supervisor, participate in evaluation and improvement activities in mediation and facilitation. Other duties as assigned. Bachelor's degree from an accredited institution in Education, Communication, Social Work, Dispute Resolution, or a field of study related to the work assignment

QUALIFICATIONS AND CONDITIONS:

Qualifications for Success in the Position: Knowledge of the special education process. Experience with conflict management and conflict resolution skills and practices. Ability to remain neutral and process-focused in contentious situations. Experience with culturally responsive practices. Excellent verbal and written communication skills. Ability to prioritize and organize work to accommodate and meet the changing needs of the department and critical deadlines. Ability to take initiative and exhibit a proactive approach to work. Ability to demonstrate CDE's mission, vision and values by the consistent expression of professional, respectful, and customer service-oriented behaviors. Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units) Intermediate to advanced proficiency in MS Office programs, specifically Excel and Word. Intermediate experience in virtual meeting platforms, including Zoom, Google Meets, and Teams. Strong organizational skills. Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
