Communications Specialist for Customs and Border Protection

DAWSON is looking for the next Communications Specialist for Customs and Border Protection Professional Services Support Office of Facilities and Asset Management (OFAM) located in Washington, D.C. The Communications Specialist will serve as a point of contact (POC) for carrying out the duties of managing OFAM Communications meetings. This work directly impacts CBP mission and requires careful communications/interactions with high-profile stakeholders and assist on standardization of both development and implementation of OFAM Communications for processes and products. This requires planning, researching, writing to and interacting with both client and contract personnel on a regular basis.

Duties and Responsibilities:

  • Manages OFAM Communications function and related support systems and mailbox.
  • Facilitates/supports recurring OFAM Communications meetings
  • Responds to incoming inquiries and issues messaging to OFAM personnel on behalf of CBP and OFAM stakeholders
  • Plans, researches, writes, and edits internal and external publications to engage and inform OFAM employees, customers, and stakeholders about current OFAM programs, priorities, and initiatives.
  • Regularly reviews and evaluates the effectiveness of OFAM communications strategies, materials, and programs for enhanced engagement with CBP, ES, and OFAM personnel and stakeholder communities
  • Provides quality control on all OFAM products to ensure consistent data and messaging
  • Writes and reviews AC and DAC executive communication products such as talking points, briefings, and email correspondence
  • Supports communication focused events such as town halls, employee engagement sessions, and all hands meetings
  • Partners and regularly engages with internal subject matter experts and CBP task management and communications professionals to identify, develop, recommend, and implement techniques for effective/improved task management and communications
  • Performs Knowledge Management functions for OFAM Front Office, archives OFAM Records, including coordination with the Office of Information and Technology, to support assist Commissioner and staff, CBP net and SharePoint content development/updates and related platform activity. Facilitates recurring OFAM Knowledge Management meetings
  • Supports development of charter, templates, policy, standard operating procedures, and other guidance materials for standardized development and implementation of OFAM Knowledge Management processes and products
  • Possesses comprehensive knowledge of various information technology systems and software, such as Microsoft Office, Excel, PowerPoint, Project, the SharePoint system, Photo Shop, and Adobe Pro, to maintain communications across OFAM
  • Handles, drafts, reviews, and packages correspondence, communications, and midsegment, including pre-decisional supervisor messaging, FOUO, personnel, and other sensitive content - on behalf of the AC, DAC, and Chief of Staff.
  • Develops, implements, and evaluates the effectiveness of AC and DAC communications strategies, materials, and programs that support and promote enhanced engagement with AC and DAC stakeholder communities
  • Manages special projects, assessments, assignments on behalf of AC, DAC, and Chief of Staff that may require access to pre-decisional and sensitive materials
  • Provides printing, front desk, mobile phone, audio/visual, and other technical support to AC, DAC, and Chief of Staff
  • Analyzes organizational specific policy issues to identify and anticipate communication needs and potential reaction from stakeholders, including congressional, media, non-governmental, state, local and tribal, and other AC and DAC stakeholder communities.
  • Identifies changing policies and laws and their effect on AC and DAC or stakeholder initiatives and goals and the best way to communicate these requirements and operational impacts
  • Identifies and carries out communication requirements needed to support leadership regarding novel, complex, and controversial operational, programmatic, and policy-related issues
  • Establishes and maintains strong working relationships with subject matter experts, sector communications offices, and CBP offices responsible for congressional, public, and intergovernmental affairs
  • Identifies and carries out internal communication requirements needed to support leadership. This provides technical assistance and directs support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements
  • Advises and provides analytical support on problem definitions, planning methodologies, policies, and procedures
  • Responsible for evaluating the content of new or modified incoming directives, policy, process, and/or standards for projected impact upon DHS/CBP programs
  • Responsible for carrying out daily, weekly, monthly and annual taskers as required by CBP Leadership and those appointed oversight of the division and leadership within
  • Monitor, measure, coordinate, and improve the management of tasking systems, data flow, and metrics. Establish metrics to measure the quality/timeliness/accuracy of tasks to improve performance
  • Maintain knowledge management sites that house task and all documentation related to the tasks
  • Coordinate with offices within and outside of OFAM on tasks
  • Develop, implement, and refine existing tasking systems and suggest changes to improve the systems and their functionality
  • Review and improve the management of tasks at all levels within OFAM and recommend improvements
  • Create, maintain, manage, and track deliverables and update SharePoint sites
  • Create status reports (daily)
  • Create/maintain and distribute report of all open deliverables to all division level employees (daily), maintaining COOP contact lists (quarterly)
  • Provide excellent customer service to travelers within the CBP organization

Qualifications:

  • Commute to/from Washington DC. Office twice (2x) per week
  • Must be able to obtain a CBP Public Trust Clearance - Current CBP clearance is preferred
  • Bachelor's and/or Master's degree in Communications or Business Management and/or related field and/or 8 + years of experience in DoD task order management for the government.
