Under the guidance of the Assistant County Administrator, the Public Infrastructure Fiscal and Business Administration Director provides strategic leadership in the management of budgeting and accounting to oversee the team and financial operations for the branch.
Essential Job Functions - Direct the preparation and administration of the annual budgets and the 5-year capital improvement budgets for the Public Infrastructure Branch.
- Assists the ACA in the delivery, presentation and justification of the annual operating and capital budgets to the County Administrator.
- Responsible for financial management and oversight of Enterprise Funds for Pasco County including annual revenue and expenditure streams.
- Responsible for financial management of the Streetlight Assessment Program for Pasco County including annual revenue and expenditure streams.
- Responsible for the creation, implementation and financial management of the MSBU expenditure streams.
- Responsible for the financial management of the PVAS special assessment programs for Pasco County including annual revenue and expenditure streams, collections and reporting.
- Responsible for the financial management of the Stormwater Assessment Programs for Pasco County including annual revenue and expenditure streams.
- Responsible for creating the Pasco County Utilities 4-year rates, fees, and charges in accordance within financial guidelines and annual revenue sufficiency analysis reports.
- Responsible for the creation, management and implementation of rate studies and sufficiency analyses for operating and impact fees for the Pasco County Solid Waste System.
- Responsible for complete debt management of Public Infrastructure Funds, including the management of revenue bonds, refunding, debt services, compliance and reporting.
- Analyzes, evaluates, and administers utility acquisitions related to the Branch.
- Responsible for the financial and operational management of the warehouse in support of the Public Infrastructure Branch and othe County departments.
- Directs internal audit functions across the Public Infrastructure Branch.
- Plans, directs, and coordinates through subordinate and associate employees the operation of the fiscal and administrative services of the Public Infrastructure Branch.
- Organizes and directs administrative programs.
- Evaluates employee work performance.
- Responsible for ensuring that the Public Infrastructure branch's accounting and fiscal policies and procedures are efficient, effective, and fiscally responsible.
- Develops and implements goals, objectives, and performance measures.
- Oversees the maintenance and reporting of fixed assets for the Public Infrastructure Branch.
- Responsible for financial management of the grant and cooperative funding programs (federal, state, and local) for the Public Infrastructure Branch.
- Oversees records management program for the Branch and coordinates with County Public Records Management Coordinator.
Knowledge, Skills and Abilities - Knowledge of accounting principles.
- Knowledge of the principle and practice of public administration and organization.
- Knowledge of automated and financial system in relation to billing, cost accounting, and operations and maintenance.
- Knowledge of operating and capital revenue and expense budgets.
- Knowledge of federal, state, and local grants.
- Knowledge of the practices utilized in governmental budgeting and cost reduction.
- Ability to formulate, implement, and maintain numerous County budgets and enterprise funds.
- Ability to plan, organize, and supervise the work of a large professional staff in a manner conducive to maximum performance and high morale.
- Ability to promote and maintain efficient department and public relations.
- Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public, often in stressful situations.

Minimum Requirements PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's degree in Accounting, Finance, Business Administration, Public Administration, or related field and six (6) years of experience in an administrative or supervisory position that involved activities such as financial planning and management, contract administration, system analysis, and budget preparation. Experience with bond management is required. Experience in the public sector preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner, or Six Sigma.
