SUMMARY :


Responsibilities of the Public Service Worker - Utilities include completing the tasks necessary to effectively and efficiently operate, provide, and maintain reliable and safe sanitary sewer and potable water systems. Achieve Division Mission Critical/High Impact (MC/HI) goals and deliverables while fostering a positive work environment.

2025 Hiring range is $32.67 per hour to $35.15 per hour

Essential Duties


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Operate and maintain the water treatment, water distribution system, and wastewater collection system by understanding and achieving Utility Division MC/HI goals and deliverables.


Must exhibit the technical skill to repair and maintain fire hydrants and gate valves, well and well houses, water storage facilities, sanitary lift stations, sanitary sewer pipe, general treatment plant operations, SCADA operations and locate utility infrastructure.


Make maintenance and operational decisions within the parameters of MC/HI goals and deliverables.


Continuously display a high level of commitment to the Public Works Department and Utility Division.


Comply with all safety related practices and procedures.


Comply with all City policies and procedures.


Act as a contributing Utility Division team member. Actively seek and provide input regarding all aspects of the teams' operations with other team members.


Continuously foster a positive working environment that displays an attitude of professionalism, open and honest communication, honesty, and ethical behavior.


Support, promote and actively foster and create partnerships with all staff and stakeholders to achieve City, Department and Division MC/HI goals and deliverables.


Through frequent oral and written communication, inform supervisor of matters of relevance in areas of accountability.


Mentor and coach other Public Service Workers.


Performs or assists in a wide variety of municipal sewer and water operation, maintenance, and repair tasks.

Provide reliable, safe, and efficient potable water and sanitary sewer systems.


Conducts various preventative maintenance activities on municipal water system.
  • Monitors and operates a SCADA system that oversees the water system.
  • Responds to emergency calls and inspects system for water leaks.
  • Locates curb stop shut-off valves.
  • Locates and exercises gate valves.
  • Flushes city water mains.
  • Operates and maintains fire hydrants.
  • Completes maintenance records relating to each program.
  • Inspects and performs maintenance at well houses, water treatment facility and chemical feed pumps.
  • Inspects, services, and replaces water meters.
  • Works closely with the Engineering Department on planned water infrastructure repair and replacement.
  • Responds to customer service requests and system malfunction alarms.
  • Willing and able to work rotating on-calls assignments.
  • Available for emergency call out for repairs to water system.

Conducts various preventative maintenance tasks on sanitary sewer system.
  • Monitors and operates a SCADA system that oversees the sewer system.
  • Operates or assists in the operation of sewer cleaning equipment, such as a jet-vac truck, easement jetter, and/or trailer vac equipment.
  • Cleans and inspects lift stations for proper operation and performs troubleshooting when necessary.
  • Locates underground sewer lines.
  • Performs sanitary sewer pipe televising.
  • Completes maintenance records relating to each program.
  • Works closely with the Engineering Department on planned sanitary sewer infrastructure repair and replacement.
  • Responds to customer service requests and system malfunction alarms.
  • Willing and able to work rotating on-calls assignments.
  • Available for emergency call out for repairs to sewer system.

Responds to customer questions, both sewer and water.


Investigates the nature and source of problems. Attempts to identify corrective means needed.


Prepares and submits necessary documentation to managers and front desk staff.


Equipment use and operation; consistently perform pre-operation checks including but not limited to fluid levels, lights, and tires; ensures cleanliness of equipment during and after use, puts equipment away and ready for next use, reports; report equipment maintenance needs to Fleet Services; report all equipment damage and accidents to supervisor immediately; make minor equipment repairs and adjustments as capable or as assigned.


Assist the Utility and other divisions with snow removal as needed.

Qualifications


MINIMUM QUALIFICATIONS :

High school diploma or equivalent.

A driver's license, satisfactory driving record and the ability to drive.

A valid Class A commercial driver's license including air brakes and tanker endorsement or the ability to obtain within 6 months of employment.

Possession of, or ability to obtain within 18 months of employment:
Class S-D, MN Pollution Control Agency Collection System Operator certificate.
Class D, MN Department of Health Water Supply Operator certificate.
PREFERRED QUALIFICATIONS:

Certification or technical degree in water environment technology or related field.

12 months or more of direct municipal experience.


Two years or more of utility maintenance and operations experience.


Possession of Class A commercial driver's license including air brakes and tanker endorsement.

Possession of Class S-C MN Pollution Control Agency Collection System Operator certificate or higher.

Possession of Class C, MN Department of Health Water Supply Operator certificate or higher.

Experience with monitoring and operating SCADA systems.


Experience working in water treatment facility.


Project management experience.

Program logic control understanding and experience.

Electrical experience and/or training.

Plumbing experience and/or training.

Pump maintenance experience (lift stations and/or wells).

Sanitary sewer cleaning experience.

Sanitary sewer televising experience.

The employee often works in and around traffic.
